The Kansas Midwest RUC Pilot

We are still looking for professional, commercial drivers of medium-duty vehicles (10,000 to 26,000 pounds) to participate in our pilot and share your unique perspectives. If this is you, share your interest by filling out this survey.


Over 2,000 Kansans expressed interest in participating in the Kansas Midwest RUC Pilot, for just over 500 slots.

Participants selected for the pilot will receive an invitation to enroll via email beginning in early April.

While not everyone will have a chance to test a Midwest RUC, stay tuned to this site for future opportunities to learn more and experience a small slice of a pay-per-mile program.

What can invited participants expect?

Enroll. If selected to join, respond to our enrollment email, follow the instructions, and choose one of four options to report miles driven. Complete the survey to secure your $30 incentive.*

Drive. Drive as you normally do and report miles via your chosen reporting method throughout the pilot.

Complete. Review your pilot participation summary at the end of the pilot and complete the final survey to earn the $70 incentive.*

*Participants are eligible for up to $100 in incentive if they complete both pilot surveys, to be paid after completion of the pilot. Incentive open to Kansas drivers only.

Why is Kansas exploring a road usage charge?

Right now, 41% of our transportation funding comes from fuel taxes. An additional 31% of funding comes from sales tax — which is not guaranteed to go to transportation.

As cars use less gas or none at all, funds to support our roads and bridges in Kansas could be at risk.

To address this challenge, Kansas is adding a Midwest perspective to a national conversation and exploring whether a road usage charge can be a long-term, sustainable funding alternative to our state gas tax.
